It's supposed to cast it only if any other castable spells are on cooldown. i.e. weave in this insta cast AA, if spell1,2,3 are all on cooldown. I'm not sure it works 100% yet, I had issues with it casting even if other spells were available, that were "enabled" at that time. But I haven't watched it since it came out.

Weave was put in for force of AA nukes on wizards/mage and similar one on other classes. It should work.

Mask posted not too long ago that Weave entries fire when the regular spells are on Global Cooldown. I read that to mean not individual spell cooldown, but global cooldown, like the spell system in general. It is best for AA's, insta-clickies, and near instant summoned items from mage (which is the way I use it). I weave in 2 summoned items (Blazing Orb & Icebound Sliver) and I see them fire a lot.
