Why does the Dual-Wield Weapon Proficiency show a 80% increase in 2HS?

Is this a bug or am I missing something?

probably for the skills that proc a 2h dmg type skill attack? just a guess, i dunno

There are several abilities that do 2HS attacks, so this modifier just is a boost to those =)
