Question - v3 Haste

Started an FTP team (SK, CLR, ENC, MAG, MAG, BST). While this team isn't about min/max, I noticed that I am only hitting 204% haste vs. 225% on the team with a bard. The difference being the bard v3 haste bringing me to the 225% cap.

Looking up v3 haste items, I see that Ancient Cloak of Flames is 17%. Seeing that Naggy's Lair is now open for HH, now is the time to get one I guess. My questions are:
1) Is this the best v3 haste item that is reasonably attainable?
2) How rare, and is it worth it?
3) What else am I missing about haste?

When you say started an FTP team, I assume you mean from low levels correct? Ancient CoF is required level 90.

Am I missing something? Did you use Heroic tokens on them, or PL them up?

If you aren't about min/max does the haste difference really mean that much on the 2 toons that could benefit from it, and one of those being the tank?

Started, and now max level I should say.

I suppose the most relevant question is - is ACoF the best v3 haste item currently available? I'll have to make the decision of whether it is worth it myself, since it is subjective.

I believe it is from an item standpoint, and there is a Baking item that is higher.

Yes, the Ancient Cloak of Flames provides the highest passive AA rank of overhaste. It takes the Ancient Flames AA to 8/8. The nice thing about it is it's attunable so you can equip, click then un-attune and pass it around your toons. It's a random rare drop in HH Nagafen off anything in the zone though so it's luck of the draw, and up to you think its worth your time. You could get one in the first 5 mins or it could take days. I don't know the drop rate but its probably similar to world chase loot rates (a fraction of 1%).
