Ok, not really sure where you got these ini files from for sure...the pally states version 7.0.2
MY 1st suggestion would be to move these ini files to a diff location or rename them, start KA on each toon to make a FRESH and BLANK ini. Transfer the spells from one to the other (copy/paste) while also verifying that you indeed have each individual spell.
NOTE: ITEM CLICKIES: Most item clicky buffs went to passive AA style so one you clicked the item you nolonger need the BUFF in the buff window. so other than your DS (usually back item) and your geomantra (usually and ear and/or neck??) you DO NOT need items set in your buff section.
Verification can be as simple as transferring everything over and starting KA on said toon, then after it runs its check stoping it (/end) and scrolling up to see if any area had any errors.
Fix all errors (misspellings or missing spells/AA).
Then try it again....
But as you go thru copping stuff over look at each line in the ini and make sure it is set the way you want it to be.

These will probably have to do until they actually get around to updating a wiki for KA9 straight out, but the features are still relatively the same.
Also make sure you have the necessary plugins (i believe it loads the ones it absolutely needs), but ma wish to add MQ2Advpath as well (/plugin MQ2Advpath load).
I know the ini files are SUPPOSED to be backwards compatible, but sometimes things just dont work right.
NOW all that said, are we sure that your ini files are actually in the right location?
if you use the installer (
http://www.redguides.com/community/showthread.php/36526-Very-Vanilla-MQ2-Installer-(start-here)) they should be in your MQ2/Release/macros folders. if they aren't in the correct location, it will have created a new, blank ini in the correct location, and then most definitely wouldn't be doing anything.
