TBS Tickets and Instances (cant get in from boat)

I keep buying the damn tickets for these missions, get on the boat, only to get the message "The way is blocked to you" blah blah. I have to do this like 30 times in order to get into my instance.

Is there something Im doing wrong? Anyone else have these problems? Do I have to do something special with the tickets?
