Question - shammy spells

So my shammy does good at buffing and healing but while dpsing, for the past 2 or 3 night, he has been chain slowing and dotting. I have

Falhotep's Malosenia|98
Crippling Counterbias|98

it casts them then turns around and casts them again and again and again till the mob is dead, cant for the life of me figure out why, and it started just before the micro patch(which is when i put them in the ini), is there something i am missing for those dps debuffs that have 2 parts to it? Also is there a way to get my 5 toons that run kissassist to follow the toon i am playing off and on? Kinda like leap frogging through?

Pls post your full DPS section, else its pure guessing.

For the following tons part. When you have em all logged into EQBC and all run Kissassist.
Do a /bca //chase
or /bca //toggle ChaseAssist

both should make the other toons follow your one toon, given it is the Main Assist.
Else it can not be done as easy as above.
