Question - Shaman still buffing with everything turned off?

I have turned buffing off but the shaman still casts inner fire... is there a setting somewhere I'm missing?

So it seems like once I got Talisman of Tnarg it fixed itself. I do seem to have an issue with my Chanter though casting Alacrity over and over till OOM. I solved that for now by removing it from the spell book
