I mainly run Balance of Discord on my shaman due to mobs dying fast enough. However on raid targets Id rather use Balance for the -resist check initially and then Turgur's Insects once the Balance has been applied for the longer duration. Also if i manually do this Balance will overwrite Turgurs even with the |slow| on the DPS line.
I assume the best way would be with conditions?
Balance (Not if Turgurs is on)
Turgurs (If Named) & (Balance is on)

Just dont know the exact syntax.

Hopefully we can get this started - This is my wild stab at it.

I was originally going to check with Target.Slowed and see if the name equals to Balance of Discord, but saw some conditionals use Target.Buff instead.

Forgive me if this isn't right, hopefully we can get some more replies

Sicprofundus's answer is spot on. There's a few other variations or things you could add in:

Sometimes when you first target a mob, it takes EQ a second to retrieve the mob's debuffs from the server. This checks for "BuffsPopulated" to make sure you're not getting a false negative for !Target.Buff checks.

Another variation on Named, if you're doing a raid/instance where some tough mobs aren't flagged as #Named, you can check the target's level compared to your toon. Then apply debuffs on the red/yellow cons (mobs +2 lvls above toon in this example.)

If your using the DebuffAll routine to debuff mobs, then you won't need to add the Target.BuffsPopulated to your condition. If you are debuffing in the Combat routine then what @eqtrader74 suggests is the way to go.
