Overhauled the way our tanks will automatically reposition during combat.
- Added new setting: "Keep Mobs in Front" (default: true).
- Uses nav instead of stick.

- Calculates xtarg hater positions and attempts to shift near/around the current autotarget to shift packs of mobs into the frontal arc.

- Allowed truthy entry conditions to pass for consistency with other mercs function calls.
- Corrected or improved various rotation entries surfaced during an audit.
- Tanking Adjustments - PCs assigned the group main tank role will perform many actions (stick settings, etc) as a tank would.
- Firmly decoupled MA checks from configs that were used as proxies to imply tanking.
- Fixed an issue where certain spells were falsely being gated by level checks...

- Defensive actions that were previously gated when we were targeting a named now also function whenever a named is on xtarget (and we have 100% aggro on it).
- Cleaned up orphaned comment from helpers.
