You're able to purchase a membership to level 2, or contribute to the community in a meaningful way that allows users to redcent you for those contributions, which you can then use the purchase level 2 from the redcent store.
Looks like you still have 60 redcents from the last time you stopped by and asked this question. So you just need to click on the "Redcent" in top right corner, and click "Redcent Shop" in that dropdown.
Then purchase it for yourself.
