I searched for this but didn't see it mentioned on here. Most old schoolers will know this already, but new people might be able to use it. I have actually done this in the past, so I can attest to it working at one point. It should still work, but I don't feel like testing it since I know it worked for me before.
For an example, I'm going to use a "Larrikan's Mask" item. It's a lore-item mask that has charges of invis. Because it's lore, you have to use two characters, but if you have an item that's not lore, you don't have to use two characters. What I did was go to a vendor that's never used and that doesn't sell water flasks. ((Good vendors to use this for are vendors in shadowhaven because people very rarely use them)) You should have one character that has a mask with ZERO charges, aka the one you want to recharge, and another character on your account or a second account, or a friend, with a mask that has ALL the charges, aka hasn't been used. We'll call the character with ZERO charges, char A, and the character with ALL the charges, char B.
Take char B and buy some water flasks if you don't have any. Go to a merchant in shadowhaven((that doesn't sell water flasks)) with your water flasks and your fully charged mask. To test to make sure this merchant isn't full, sell him a water flask. If he isn't full, the water flask will appear in his inventory of items for sale. If he isn't full, bring char A to this vendor and get back on char B. Now, since you know he isn't full, unless you just filled him by selling the water flask, sell your fully charged larrikan's mask to the vendor. Get on char A and sell your larrikan's mask with ZERO charges to the same vendor. Now, still on char A, buy the larrikan's mask from the vendor. The one you buy should be fully charged. Get on char B and buy the remaining larrikan's mask and it should be fully charged as well.
That's it.
This is a very, very old merchant bug that, to my knowledge, SOE hasn't cared to fix and they know about it. They have come out and said they won't suspend or ban anyone for doing it. The only real "nerf" they've applied to this is making some items INSANELY high priced from vendors. Like back in the day you could do this with just about any charged droppable item, now they have made items like the glands that have right-click snare sell for like 10k or something from the vendor.
To sum up, it's not a punishable offense, it's not cheap, but if you have some droppable item you really want recharged, that's how you do it.

Larrikan's Mask
Staff of Forbidden Rites (res stick)
Swollen Fungusbeast Gland (clicky snare) - these used to be the best items available for obtaining aggro as a tank
Divine Aura clickies that are rechargeable:
Earring of the Frozen Skull (4 charges)
Pendant of Salvation (5 charges)
Shiny Brass Idol (1 charge)
Raise Faction with this rechargable item that casts Alliance, usable by anyone above 45: Ornate Velium Pendant
