Problem - quiet miracle

i am having an issue with my cleric casting his quiet miracle, he doesnt do it, this is what i have setup

Buffs1=135|ManaGroup|50

that should make him cast it on the first caster to get down to 50% right? he doesnt fire it, i have tried actually having Quiet Miracle typed out for him also, dunno what the issue is
