Question - Process to submit a new plugin

I had a plugin I used back when I was compiling myself.

It had some wonderful indicators that assisted with buff status during raids.

What is the process for submitting a plugin for inclusion?

FYI (I was modifying the old MQ2Krust dll to help with Buffs)
