Question - Pick Creation

I am curious if there is a specific number of characters needed to trigger the creation of a new Pick in an overcrowded Zone.

It varies by zone, and is set by the devs in beta, and can be tweaked later.

The intent is for a zone to be busy, but not *nut to butt*.. so Darklight Caverns is 19, Shadeweavers is 31..
