I have a 40 mage I'm using this on, it gives the pet 2 daggers, but then continues to keep casting summon over and over and over. What am I doing wrong?

I don't think weapons do anything for low level pets anyways. Not until the proc weapons come out in luclin or PoP.
 
Useful or not, if I cant get it to work now, it wont work later on either.
 
they help with some targets that can only be hit by magical weapons. And briefly when pets can get dual wield, or at least it used to. Don't think I have read anything lately after all the pet tweaking.

But generally speaking aye, pets do not get a significant change in their DPS using weapons until they can proc.

Afraid I canna help with the INI though, sorry.
 
I had this same issue on lockjaw/ragefire. That said at level 40 you have other weapon options. The fix I found was to equipment two different weapons.
