i think you mean "looks like imgui" which could be c++, or using mq, in Lua (or other utilities that utilize imgui library for ui/debug)

this could be a whole bunch of things - like dev working on new ui stuff
could be someone building an mq plugin or Lua script

looks like their overlay is broken tho :p
