NPC punching bags

Is there still NPC's you can attack to raise up your skills that they dont' attack back? If so anyone give me one or two?

I've heard a banker in Katta is still available, never tried it myself. You can also use other players pets in the Arena to raise off/def skills.

Duel anyone with Pet Hold and put the pet in a corner. I leveled up my 2HB in potorment while sleeping

You don't even need to be in the arena. Just got to a zone and /duel someone with pet hold. I do it with all my toons and works wonders.
