Reposting from the ticket as it describes my problem perfectly.
My characters who have group buffs are trying to cast said group buffs on a characer who is not the group. My Warrior does not do this however thats likely due to not having any real group buffs like my casters do.
While I know I can set it to MA and possibly solve this I'd prefer not to that as then if a given characer who is not the MA has that buff wear off they wont rebuff it on them.
Here is an ini from my enchanter but all characters with group buffs behave the same.
