You can transfer to any Station Exchange server for free, but there is a catch, and that catch is that you supposedly cannot take along any items that are droppable.
There is a way around this, if you give your droppable items to a friend, and if you have that friend mail it all to you. That includes money too.
Then, go to the station exchange site to move your character. When you get to your new server, all of your items and all of your money will be in the mail waiting for you to pick it up.
Lets recap:
1) Give stuff to friend
2) Have friend mail it to you
3) Go switch servers
4) Get to new server and check mail.
Not too shabby.
