The cool thing is that I did all that for a level 100 monk so most of your abilities will be the same. I've been using that exact set of shits/ini to level my monk up from 100-105 and he's doing pretty well.
Now as far as making him the tank... I'd spend some time on the aggro section and the Heals section (ability|%|Tap to get it to fire combat abilities and epic 2.0 and the like from healing section). I'd also turn off the Feign death in MQ2melee, or turn the health %age way down. Feigning off agro at 30% life (default value) would be bad for sure.
