I don't remember how I discovered this NPC. All I do remember about it is that it was incidental. Anyway, there is an NPC in Paineel called Erandi Natasu who stands in the tunnel between the Paineel newbie garden and the city entrance. He's a level 40 SK quest giver for the Legacy of Ykesha expansion. He was in the game before LoY, but what his purpose was is unknown to me. The reason I describe this guy as a training dummy is because:
1) He does not hit hard. He hits well below what one would expect from a level 40 SK. He does Harm Touch and casts a dot, but these would not be a problem for a character...say level 20ish or greater...and even less so for a character with CLR buffs.
2) Because he doesn't hit hard, he is ideal for casters and priests who want to train their combat skills. Coupled with a healer or healer merc, this can be very safe and effective.
3) He stands right opposite the entrance to the Warrens which is just a couple of steps away. So when you need to break aggro, escape is immediate and recovery at the Warrens zone-in is safe.
4) Because he hits back, you can train your defense skill, which you cannot do with the training dummies available to F2P players. And honestly, training up defense is the main reason to use him.
He's only level 40, so his usefulness as a training dummy will be exhausted by level 45 or so, but for low level characters who want to increase their combat skills, this is an option.
