On suggestion is change the following

AggroOn=1
Aggro1=Brilliant Vindication|100|<

to

AggroOn=1
Aggro1=Brilliant Exoneration|100|<

Otherwise it bounces around wanting to change spells and typically wants to put it where your Refute for Honor is and then replace Harmonious Blessing with Refute for Honor....then bounces those spell gems back and forth.
