You posted in "plugin" section, but didn't say what plugin, or really what your problem is.

are you trying to say "when I'm levitating i'm following the ground and not floating in the air"?

It may just be that levitate is not allowed in some zones. You can have buff but no actual levitation. If that's the case it will say that when you first receive the buff.

I think that it is possible that he is floating and it's making his toons look like they are not floating!? Inquiring Minds Want to Know!!
