Question - Is Curtailing Helix slow or crip for KA ?

Now that my enc got Curtailing Helix I wonder whether I should catgorize it slow or crip for debufall ?

You would want to specify what part of the spell is most important to you. If your wanting to make sure the mob is slowed then slow. This could change based on the other classes in your group.

The group setup is SK,CLR,ENC,MAG,WIZ,BST.

I would set it up as slow. It will keep trying to cast the debuff until the mob is slowed, you don't need to check for cripple, since your enchanter will be the only one in your group slowing, and you will be slowing with Helix.
