Question - Installed redguides on new computer but it isn't working 100%

I installed it and everything seemed fine but when i hit launch MQ the window doesnt pop up. how do i fix this?

What window? When you hit launch MQ all that should happen is an icon appears in the system tray. Nothing else should happen unless you have launch eqbcs checked, until you load EQ.

The eqbc server you didn't click the checkbox for it to start with mq

What does launch eqbcs do?

It allow your characters to communicate over a private server. Can even set it up for multiple computers from multiple locations. The new hotness is MQ2Dannet which can do the same on the same PC (It can do multiple PCs from multiple locations but they need to all be on the same vpn and you need to set your interface for dannet to the vpn which is more difficult).
