Question - .ini Question

I am still kind of green to Boxing and .ini files. I was looking thru a couple of my characters files and found this
The question I have is on DP@ six why is there a ! before DPS 6 . Is this a typo?

Probable since there is 2 DPS6 lines

So do I need those or should I delete them?

The first example was from my Wizard .Ini file this from my bard. I got both of the ini library and am just trying to refine to my liking, and I guess I dont understand the !dps enrty. If its not active why would you want it there?
