Problem - Having a lil bit of Trouble

Okay I'm back again and im having trouble with my KA, i have it to where my cleric casts Mark of Retribution and 98% and Instill at 40% health along with some buffs and everything else and he does all my buffs/Heals and everything but for some reason when it comes to his DPS list of MoR or Instill he seems to never cast MoR, and off and on when it comes to root and half the time honestly does neither, it there something I'm doing wrong or does it not belong in the DPS section so it misfires sometimes?

Have you set your tank as Main assist?

How fast are these mobs dying? Maybe KA doesnt get time to hit that routine if they die to fast.

Are those spells loaded on the spell bar?

That is correct, you need to get on the hate list (extended target) otherwise KA doesnt know you are enganged with the mob.

Once you heal your Plvlee you probably end up on that list, those are the times your seeing him do his job.
