I know guild names are tied to accounts. I have questions on the timing / release process of the name so I can use it on another server. Any kind souls able to give me some insight so I can get a guild name reserved / check if it's available before the May TLP?

why would it be tied to an account?
once you create a guild, its a guild, not tied to an account, you can change owner and leader of guilds all the time, so its definately not tied to an account

There is character name reservation period if I remember correctly but not guild. I guess I'm just asking how long does a guild on another server have to be deleted before I can remake it on the new TLP? That way I can "reserve" it so to speak.
They did reservations last year for names but haven't heard about guild names.
Edit: I remember now, those who are into guilds rushed the new server to get their guild names they wanted.

The original creator of a guild used to always be able to usurp the current leader of the guild through a petition. A former very high end guild I was in employed this once.
Whether or not that's still the GM policy, who knows.

I doubt it since they have gone hands off on guild issues.
In fact now if you want to get rid of non playing leaders you can just /upsurp and players who are no longer in guilds can simply be evicted from the guild, neighborhood and plot. They have turned it over to the players pretty much.
far as im aware once a guildname has been used it cant be used again unless it has been inactive for several years with no members ever logging in from it .. than you can petition to have it removed from the game. hence why on TLPs you will see iterations of tinse wash repeat giulds with similar names like faceless etc
