I have a couple accounts where the legacies of lost satchel shows as "1" claim (instead of the 999) and have been able to claim it multiple times still on different characters on that same account (haven't done the whole deleting a heroic character over and over, though). That's interesting, I just figured it was a display bug.
Edit: Another thing that baffled me is that some of my accounts don't have the Familiar of the Emerald Jungle claim but I'm fairly certain I've never not played all my accounts together. Funnily enough, any new account I create now has the claim, of course. Just annoys me my oldest accounts don't have access to it when my bazaar mule created three days ago does :P .
