Question - Focused Paragon and Quiet Miracle ... how to use for other group members?

Good morning,

I was wondering if anyone has gotten Focused Paragon and/or Quiet Miracle to fire on other group members with the |mana tag. I'm running with a cleric and a beastlord who's basically never OOM, but the other group members, namely the ranger and wizzy, are almost always OOM. How do I get that stuff to fire on them?
