I recently made some toons on the Prog Servers and I was really missing my extended target window. As I was trying to get it to load up I kept getting the "You cannot use the extended target window until expansion:Underfoot" message. So what I did is copy a layout from one of my live toons and there it was! A working extended target window.
I am not sure if this is well known or not, so I figure I would post it. If you dont have a working extended target, go to a live server, create a toon. Set up the UI and layout the way you want your prog server toon to have. Just make sure you have the XT window up as well. Camp to your prog server toon, go to options (alt+O), Copy layout, then select the UI of the toon and hit copy, it should load up with a working extended target!
