Patch - EQ Trying to reduce PLing

I've heard the next patch will no longer give level appropriate exp to HA's that are not with on your current level. Is this a DBG attempt to slow PLing?

No. Its an attempt for them to not have old content give pretty good xp and sometimes better xp still compared to current content
