Question - Cross server in General and personal

I was trying to figure out how people are sending messages to other servers in General chat and direct tells to another person on another server .

If anyone can explain and give examples it would be appreciated.

Also , If you wanted to transfer to another server , how could this be done without losing any of your items and cheapest way to do it
