Is there a way to add a condition where a caster will cast a rain spell if theres less than 2 mobs in camp, but ignore that spell in dps lineup if there are more than 1?

you can do a spawncount condition for mobs within a certain radius of you, who is alos on xtarget i believe it is.

${SpawnCount[npc radius 50 xtarhater]}

this condition should give you the amounts of npcs within 50 radius of the caster, who are also on auto hate slots on your xtarget

Thank you that works great. I realized a flaw after I added it however. Is there a way to put a range on the radius, so I can also make sure the mob is far enough away from me that rain won't hit me?
