My cleric keeps casting Order of the Devout on every single group member, even though it is blocked by Hand of Gallantry. I took it out of his INI and have even restarted my computer since then but he is still constantly casting it. Any ideas?

Thanks Maskoi. Just so no one wastes any time trying to figure it out it was user error. When I updated to 9.1.3 I saw that the file didn't update so I kept looking to see where the file was located and finally found it on my D:/ when all the INIs I was editing were in the C:/. I swore I did a search and the ones on the D:/ never showed up. I have put a shortcut on my desktop now so that I won't confuse them again. Thanks for all the help.
