Problem - Character Hotkey Issue on Test

I am unable to switch windows using the Character Hotkey specified in the MQ AutoLogin Profile Config when playing on Test. I am able to switch windows when playing on Live using the configured Character Hotkey.
I run separate EverQuest folders for Live and Test

Things I've tried to resolve the issue:
- Verified executables are NOT running as administrator
- Using default install folder for both Live and Test
- Exiting MQ and EQ, then copying the Live Everquest folder to a new Test folder
- Using different Hotkey bindings to avoid overlap with existing hotkeys
- Excluding VeryVanilla and EQ folders (including APPDATA and PROGRAMDATA) from Windows Defender

CPU: AMD 7800x3D
RAM: 64GB
GPU: RTX 4090

I checked on my laptop. And it has the same results as my desktop. My laptop is Windows 11 Pro
