Question - Call for burn only initiates one CD (1 Viewer)

I'm having an issue where I call for burn and it only does one cooldown at a time, and then goes back to the DPS spells. Here are the ini's for my necro and mage:

I replaced it with the new version but unfortunately that didnt seem to solvr the problem.
