Question - Buff when inside and outside

I am trying to get kissassist to not cast wolf form if I am on a mount. I want to use the mount in the outdoors and wolf form in doors. How would I do this?

Basically condition the buff on Zone TLO. So If I'm indoors, use this, if I'm outdoors use that.
