Anyone know if any server merges might come again soon?

I want to move my druid from Veeshan to Xegony. I am not the original owner but I have all the information needed to become that person lol.
I can even call the owner on the phone.

Is there anyway to keep the cost down? Can you move to legends and then to another server still?
I only want to move 2 characters.
