Problem - An error

While trying to verify, it won't let me log into my paypal. It also won't even let me use my card because it says it's attached to my paypal, and that I need to use my paypal. I don't understand? It just keeps saying an error has occurred try again later. It's weird because outside of this website I can log into my paypal just fine.
