I am at work, dying to know what wat patched. Or maybe they jsut took the servers down to upgrade them for the next expansion, added zones and such, just not made live yet.

I call bullshit. You don't bring down servers for 6 hours to just do hardware upgrades when you have teams of developers that are hellbent on banning people. Heed my warning, this is rope to hang your accounts with.

Unfortunately, these developers aren't sitting around in their Aeron chairs surfing porn or playing foosball for 6 hours a day. They don't give their developers enough time to fix stuff and kick out quality expansions every few months. I think they're busting their balls just trying to get this expansion ready.
 
I don't understand the things you speak in regards to coding and such, I just wanted to mention an experience I had when I logged on after the patch, hopefully it can give you some constructive clues.

I loaded everything as normal, I don't use warp anymore at all since all of the bannings started. I do have the speed hack on, I usually unload it when I log but had forgotten the previous day. I was in OS and used a gate potion to go to PoK, the minute I landed my window showed GM Lydrea in zone, I started to proceed to the bank but I was moving like a snail (as if I was snared) I tried turning speed off but nothing would work. I just did an /unload and camped. I came back later and got myself to a un-populated area and reloaded my char with MQ and tested speed. It was working fine with no issues. I unloaded it tho and don't intend on using that either until we're sure any of those are safe.

I'm not sure if this was just bugginess after the patch or if they were watching for people moving funny.

Had something similiar happen twice and once was right before the patch. I had run speed set to 2 on two toons and I running all around the world doing errands. I crossed a zoneline and I went snared speed but only on one character. I rebooted and everything was fine.

Yesterday (the 7th) I was running around (I'm always running - glad there are no flowers to stop and smell in Norrath) and when I crossed a zoneline, I again went to snare speed (this time on the other character). This time, I simply crossed back over to the previous zone and it was ok. I went back over the same zoneline and I was running at the set speed without the snare effect. It's pretty much got to be either a bug in the speed hack or an outside interferrance with it.

Now, one more bit of important info. I did turn the speed hack off completely and I was essentially rooted. My agi was not lower than it should be. I had no negative effects on me. I COULD go backwards fine, but not forward. This was the case both times. The 2nd time it happened, I had to re-enable the speed hack to just cross the zoneline again, but as I said, that did fix it. Now, I only use the speed hack when I'm in 1 zone and going to be running through there a lot (PoK and West Karana are the only places that I just must go fast through).
 
I also had the "rooted" experience now that you mention it. I was thinking a bug might be the cause, just sorta paranoid at the moment, so I thought I should mention it here since it came after a patch that had no .exe.

Its because your speed doesn't reset when you zone. Try reading the bottom of my compile post and you'll see what I've suggested.
