Update: Tweaks to most sections and added conditionals

Refined conditionals, updated most sections to reflect changes.

Horn of Unity and Unified Phoenix Feather Cycling

Moved Horn of Unity from Burns to DPS and added condition to trigger at <60% mana.

Added Unified Phoenix Feather to DPS and added condition to trigger at <40% mana.

Conditions also check to see if one or the other is already active.

Update - more tuning

- Removed Ancient Bargain and replaced with Frostbitten Gift for extra twinheal potential
- Reordered spell lineup (Buffs, Heals, DPS, Gifts)
