This is true that I know of and that I have seen. However, I thought the feathers had to be used on a healer type. So if you are not a healer type you would not be able to rez yourself. I am not positive on this though.

I worked the nek area as well as thundering steppes. In Nek forest early 20's you can get dropped bones . Collect those and give them to the little guy near the citadel of gul thex. I don't remember his name right now but that will give you a little coin and also open a quest up that he will...

A guildmate and myself tried this today on alt characters in different cities and this did not work, however it did work while we were in the same city. Don't know if they changed that so I thought I would add my experience today. :-)
