I can't remember exactly where I found it, but I just /link imported the file name, and it has served me very well on Rizlona.

This might do the trick. I found it digging around a couple of months ago. I'm not 100% certain if it's up to date in live, but it should have a lot of gear in it. I do not know if this is compatible with an emu server though.

Have you gone into your EQ settings (Alt + O in game) and turned your background framerates down? It's under display settings. I believe it is set to maximum by default, turn it down to 20-30 fps for background usage.

This happened to me last night. All it took was me engaging a mob and after that everyone went back to business as usual. Not really a fix but it's worked for me a couple of times if/when modbot locks up.

Just from observing the past week, GMs are cracking down on afking. OoT is the zone to go to if you want to be noticed, it's too popular and everyone gets noticed or called out on botting, regardless if they're from Aradune. Imo, if you're afking in OoT, you deserve a ban now, it's just painting...
