Do you mean the basic inventory window for your character? IF this is what you are talking about, the only thing I can think of is possibly it's an issue with the New UI version and you are having a mix of New UI and Old UI where it is on top and open and you can't seem to do anything about it...

Almost all of Europe was setup with a pay per MB of data use from the early days on into at least the 2000s. I'm only guessing that Korea may not have been setup with that scheme. I think England (or parts thereof) had the worst of it and lasted the longest.
