I believe the TOV AA were added to autogrant in the Laurion's Song patch in December. If that pattern continues (most recent four expansions excluded from autogrant) we would not see CoV added until the next expansion drops.

Does your necro have any special (non-friendly) XTarget slots set up, like "Group Assist's Target" or "Group Tank's Target"? If so, try getting rid of that so that every mob on your XTarget list is in an auto slot with "Auto Add Hater Targets" turned on.
