I've gotten the claim items on accts that had all but TBS. But I'd never used any other expansion pack on them. The accts I updated previously with Titanium didn't give me any rewards presumably since I got them already with Titanium

Your step father wasn't the original owner, you were. But he allowed you to use his CC to pay for the acct since you didn't have one of your own. They may ask you for an address or email address of the original owner at the time the acct was activated, or for one of the other CCs that were used.

The EULA states you can't transfer ownership of accounts. It says nothing about not allowing your child/spouse/sibling/life partner/sig other (basically any family member living under the same roof) use of your account.
