I think the formula was Level of Toon times 1.5 plus 1 with a maximum of 30 level cap(Toonlvl x 1.5 +1)(no more than 30 levels between lowest and highest char)

If you don't have WIndows 8.1 Pro or Enterprise you can also use VMWare Player (free) to build a VM, much to the same fashion as Hyper-V, and/or Virtual Box (free) which can also be used to build a VM. How you get your ISO of your operating system installs is up to you (Most versions of linux...
