What do you want out of a private server? If you want live-like and allows limited MQ2 usage, PEQ is really your only option (at least one with a population) If you want custom content, there is EZ and a few others :P

OP on reddit thread lives in TX, where VI was originally had their HQ. I know all through SOE's history they had an office in TX, which was eventually closed when they became DBG. I tried grepping older...
There could be some invisible mob (trigger, trap, whatever, probably one of those filter for MQ2Map) that may exist in that location that is alerting NPCs?
If it's an older zone, there is a chance the NPC actually still scans for aggro while it's engaged. Most NPCs (they stopped rather early on doing this) don't behave like this though :P
