I'm able to build it with no problems. More than likely it can't find MQ2Plugin.h. Try this: create a folder called 'MQ2ChatEvents' inside of your MQ2 source folder. So for example: create folder c:\users\yourname\Documents\Visual Studio 2017\Projects\MQ2\MQ2ChatEvents and copy MQ2ChatEvents.cpp...
